The opportunity - Te āheinga
We have an exciting new role for a Universal Water Meter (UWM) Officer to join our Finance and Planning team. This is a full-time, permanent position and is key to delivering a smooth, accurate and customer-focused water billing service.
As the UWM Officer, you will ensure the timely and compliant management of water meter data and water account billing. You will play a vital role in maintaining data integrity across TechOne Property and Rates and Water Meter modules, while managing property to meter associations and ownership details.
Your work will directly support the billing process and help us provide a reliable and transparent service to our community.

Key responsibilities - Ngā haepapa matua
- Actively ensure legislative requirements and Council policies and procedures are fulfilled, particularly in relation to all relevant legislation
- Process field changes from Retic through ABIA Lite (bulk upload and exchange)
- Manage shared property billing changes (UAWC versus volumetric)
- Maintain ownership data for subdivisions, sales and settlements
- Ensure data integrity across TechOne Property and Rates and Water Meter modules
- Provide metering data for LIM reports
- Apply remissions decisions including leaks, hardship and shared properties
- Process final bills and notices for property transfers and new meter activations
- Conduct billing sensibility checks and run quarterly and monthly billing cycles
- Support customer queries relating to water billing and metering
- Assist with compliance reporting and audit requirements
- Support the staged handover from the UWM Project Team to business as usual and maintain continuity of accurate meter to property data
Essential skills and experience - Ngā pūkenga me ngā wheako
- Experience in billing, rating, property or financial administration
- Strong attention to detail and willingness to learn
- Ability to interpret and apply Council policies, bylaws and remissions frameworks
- Experience managing customer enquiries in a technical or regulatory environment
- Good communication and organisational skills
- Ability to work effectively in a team environment
Preferred:
- Competence working with complex systems such as property databases or billing modules
- Understanding of water infrastructure, metering processes or reticulation data
- Previous Council or public sector experience

You can expect to start in this permanent, full-time role with a salary of between $64,133 and $66,921.
