Team Leader - Regulatory Services


About the role

As a key member o our Regulatory Team, you'll provide leadership and direction to ensure Selwyn District Council delivers regulatory services that are fair, transparent, and customer focused.

What you'll be responsible for:

  • Leading the Regulatory Services Team to deliver Council's responsibilities under legislation including bylaws, the Local Government Act, Resource Management Act, and District Plan.
  • Operationalising legislation and bylaws into clear, practical processes that enable effective implementation of Council's regulatory roles.
  • Driving continuous improvement and managing regulatory risk by developing operational processes and documentation that ensure services are efficient, consistent, and robust.
  • Overseeing monitoring, investigations, and enforcement activities, ensuring fairness and transparency in all actions.
  • Using data and insights to support decision-making, identify trends, and improve service delivery.
  • Working closely with Council contractors who support Regulatory Officers in managing noise across Selwyn District.
  • Collaborating with the Food and Health Team to deliver integrated regulatory outcomes.
  • Building strong partnerships across Council and with external stakeholders to promote co-regulation and shared solutions.
  • Providing expert advice, preparing clear evidence-based reports, and supporting legal processes when required.
About you
  • Minimum of 5 years' leadership experience, with a proven ability to lead, coach, and develop others, turning challenges into opportunities for learning and growth.
  • Expert at interpreting legislation and bylaws and operationalising these into practical processes that enable effective implementation of regulatory responsibilities.
  • Skilled in investigations and evidence-based decision-making, with the ability to manage complex situations fairly and transparently.
  • Strong ability to use data and technology to inform decisions and drive service improvements.
  • Exceptional communication and stakeholder engagement skills, fostering collaboration and trust across teams and communities.
  • Demonstrated ability to identify opportunities for improvement and implement innovative solutions.
  • Calm under pressure, adaptable to changing priorities, and committed to continuous improvement and regulatory excellence.
