Team Leader - Compliance and Enforcement

Our friendly Compliance, Inspection and Enforcement team are seeking a Team Leader - Compliance and Enforcement to ensure Council meets its statutory obligations under the Building Act, Resource Management Act (RMA), and other relevant legislation. You'll oversee compliance monitoring and enforcement, providing expert guidance to support fair, consistent, and legally sound decisions, promoting an education-first approach while aligning regulatory processes with Council policies, risk management strategies, and community expectations.

The hours of work for this position are 8:00am - 5:00pm Monday - Friday.

Key responsibilities for this role include:

  • Overseeing compliance monitoring activities related to the RMA, district plan rules, and consent conditions and monitoring compliance with approved consents while addressing non-compliance effectively
  • Applying advanced technical knowledge of building codes, alternative solutions to the code and relevant standards under the Building Act 2004, Local Government Act and District Plan to ensure best outcomes.
  • Leading, coaching and motivating team members while encouraging a workplace culture of shared ideas, problem solving and mutual support.
  • Facilitating seamless communication between team members, technical specialists, and leadership.

What you will bring:

  • A tertiary qualification in a relevant field such as Building, Environmental Science, Planning, Law, or Compliance.
  • Five to seven plus years in compliance, enforcement, or regulatory functions within a local government or equivalent setting
  • Advanced knowledge of functional areas - including NZ Building Act 2004, NZ Building Code, Building (Pools) Amendment Act and other relevant legislation
  • Experience in legal proceedings, including preparing evidence, attending hearings, and representing an organisation in a legal capacity
  • Proven leadership experience, including mentoring, coaching, and developing technical and professional teams
