At New Plymouth District Council, we’re looking for a dynamic and experienced Senior Business Analyst to join our ICT Business Transformation team on a permanent, full-time basis.
In this pivotal role, you’ll provide high-level business support through insightful analysis, effective project delivery, and proactive change management. You’ll work closely with stakeholders across the organisation to identify opportunities, solve complex problems, and drive strategic initiatives that enhance our digital capabilities and service delivery.
As a key member of the ICT Business Transformation team, you’ll also collaborate with the broader Project Management Office (PMO), contributing your expertise to a wide range of projects that shape the future of our district.

Key responsibilities - Ngā haepapa matua
Work with the business to define, understand and document the business processes and existing and desired business capabilities.
- Creating detailed business analysis and requirements, outlining problems, opportunities and solutions for the business
- Iterate new business capabilities into the future state business architecture
- Collaborate with business leaders to produce quality Demands (Point of Entry Cases), Business Cases and work products.
- Support PMO project delivery to enable timely execution of projects.
- Measure and monitor projects for compliance with PMO project governance standards.
- Identify opportunities for process improvement which deliver better services to customers and more effective and efficient ways of working.
- Facilitate and co-ordinate workshops and meetings with project teams, key stakeholders and designers across all project stages.
- Facilitate and provide training support for new systems and change processes to ensure successful project outcomes.
- Actively ensure that legislative requirements and Council policies and procedures are fulfilled, particularly in relation to all key relevant legislation.
- Support the ICT Business Transformation Manager as required.
- A tertiary qualification in business or management related disciplines is preferred and/or work experience in lieu of
- Proven analytical background
- Strong understanding of Change Management
- Proven experience working at a business, department or project level to achieve outcomes
- Knowledge of complex organisational settings including process, systems and organisational change
- Ability to recognise key political and other factors which may impact on working relationships and deal with these sensitively and strategically.
- Excellent interpersonal and relationship management skills, with the ability to lead cooperative efforts and influence and negotiate to achieve positive outcomes.
- Experience working with Kaupapa Māori, competency in Tikanga and a dedication to applying Te Ao Māori lens
- Experience working in a complex public facing environment with working knowledge of Local Government legislation.
