Roading Manager, Fixed Term

We're seeking an experienced and strategic Roading Manager to lead the delivery and management of our transport network and roading services. This is a fixed-term opportunity (12 months) covering an extended leave of absence, offering the chance to step into a key leadership role within a community-focused organisation.
About the Role
As Roading Manager, you will lead the delivery, performance, and strategic direction of our transport network. You will be responsible for ensuring our roading assets and services are managed efficiently, effectively, and sustainably, while delivering high-quality outcomes for our communities.
Working closely with elected members, stakeholders, and partners, you will provide trusted strategic and technical advice, manage significant operational and capital programmes, and lead a capable and committed team.

You're a proven leader with strong political awareness, exceptional communication skills, and a talent for solving complex challenges. You thrive on collaboration, think strategically, and know how to influence positive outcomes.
You'll also have:
- Outstanding customer service and relationship-building skills
- Proven leadership experience in a roading, transport, or infrastructure environment
- Strong financial and commercial acumen
- Experience working collaboratively with external agencies such as NZTA, MfE, MBIE and other key stakeholders
- Proven success in developing, procuring and managing service delivery contracts
- An understanding of Te Tiriti o Waitangi and Tikanga Māori
- A tertiary qualification in Civil Engineering, specialising in highways/roading (BE or NZCE Civil with significant relevant experience)
- At least 5 years' leadership experience in a relevant roading or transport environment
Key Responsibilities
- Lead the delivery of safe, reliable and customer-focused roading services
- Provide strategic and technical leadership across transport infrastructure and services
- Oversee procurement and management of service delivery contracts
- Champion continuous improvement, innovation, and value for money across the roading programme
- Provide clear, concise advice to support informed decision-making
- Manage operational and capital budgets, contracts and performance outcomes
- Build and maintain effective relationships with elected members, contractors, consultants, professional service providers, internal teams and government agencies
- Deliver high-quality technical and strategic advice on roading assets, infrastructure and services
