Resource Management Planner

Nestled in the heart of the Horowhenua, Levin is a Kiwi town with soul. With the Tasman Sea coast on one side and the Tararua Ranges on the other, mountains, lakes, rivers, and beaches are all within just 20 minutes’ drive of each other, and our township hums with eclectic thrift stores, art galleries, local markets, a boutique movie theatre, and no shortage of great coffee. Just an hour or so’s drive from Wellington but half the price, the living here is easy. Home to a host of hiking trails, nature reserves, the world-famous-in-NZ Levin Adventure Park and around 20,000 residents, this is a pretty special part of Aotearoa to call home.
Horowhenua is growing faster than predicted and this is expected to continue for the next 20 years. We anticipate we’ll need to double the number of houses built every year to accommodate new residents – to support this growth, our Compliance team is growing. We have space now for a delivery-focused RMA Monitoring and Compliance Officer to join and play a key role in helping our region go from good to great.
Supporting our community and its people, you’re an important addition to our Consents team. Our family is growing and were really excited about that! We’re offering an opportunity for a Resource Management Planner to join us, showcase their skills and help drive the coordinated delivery of the Council’s business unit’s program of work that will ultimately help influence the shape of our district. A typical day will see you process resource consents and other planning applications, adhering to the framework and provisions of the Resource Management Act. You need to drive solutions but also navigate the challenges that might be encountered is also very much part of the resource consent process. This also supports our environmentally sustainable management focus within the Horowhenua District.
Part of a tight-knit team of six Resource Management Planners, you will report to Megan Leyland, the Consents Manager, an inclusive leader who started with Council over 10 years ago and has worked his way through a variety of roles, getting to know the ins and outs of how things are done here (and becoming a pretty good case study for the career progression opportunities available). We’re a diverse, sociable bunch who get on well and take real pride in our mahi.
As a core member of the Consents team, you contribute a level of knowledge and expert advice across our customer-centric groups. Your focused on results and getting on with the job. You lead by example and look for opportunities to positively influence others to do great work.
A problem-solver by nature, your excellent mediation, negotiation, and conflict resolution skills will also be key to your success. Knowledge of principles and processes for providing customer and personal services, including customer needs assessment, meeting quality standards for services and evaluation of customer satisfaction is all part of your role with us.
You’re hands-on, able to build strong, meaningful relationships, providing high quality resource management/development advice. You offer the tertiary qualifications to back it up (qualification in Resource Management Planning or a related discipline) and have a good understanding of the Resource Management Act 1991 and other relevant legislation. NZ Planning Institute membership is also highly desirable.
