Kāpiti Coast District Council is seeking motivated and technically capable Resource Consents Planners to join our Consenting Team within the Strategy and Growth Group. This Group is responsible for delivering ‘good growth’ across the district, bringing together strategy and policy, urban and district planning, strategic housing, economic development, consenting, and investment to help shape a resilient and thriving Kāpiti.

Our Resource Consents Planners play a key role in the local regulatory system, ensuring our consenting processes are effective, efficient, and well-aligned with the needs of our community. Working collaboratively across Council, you’ll contribute to an environment that values teamwork, strong customer service, and continuous improvement. 

Mō tēnei tūranga mahi | About the role

Reporting to the Resource Consents Lead, you will process a wide range of resource consent applications and provide professional planning advice that supports high-quality decision-making across the organisation. You’ll be responsible for ensuring compliance with the Resource Management Act, District Plan, and other relevant legislation while managing your workflow to provide high-quality, timely and customer-focused consenting services. 

Your day-to-day work will include processing subdivision and land use consents, providing advice to external customers and to building Control Officers, preparing Certificates of Compliance and LIMs, supporting hearings, and engaging with applicants, consultants, mana whenua, and the wider community. You will also play an important part in documenting processes, contributing to continuous improvement initiatives, and supporting senior planners on more complex matters.

This role is well suited to planners who enjoy problem‑solving, have strong communication skills, and thrive in a collaborative, supportive environment. You’ll bring a balanced, solution‑focused approach that helps applicants navigate complexity while ensuring environmental and planning outcomes are upheld. 

Ngā pūkenga me ngā wheako | Skills and experience

You will have:

  • A relevant tertiary qualification in planning, resource management, or a related field
  • Knowledge and experience applying the Resource Management Act and District Plan
  • Strong analytical skills and the ability to think logically and laterally when assessing proposals
  • Excellent verbal and written communication skills, with the ability to build effective working relationships
  • Confidence in engaging with applicants, consultants, and internal teams to provide clear and balanced planning advice
  • Strong time management skills, with the ability to manage your workload and meet statutory deadlines
  • An understanding of tikanga Māori and issues relevant to Māori, and an ability to work respectfully with mana whenua partners
  • Competence with Microsoft Office and a willingness to learn new systems and applications
  • A current and valid NZ driver’s licence

Please note, we are working at pace to get the right person so will be reviewing applications as they come in. We have two roles available, one a full time permanent role and the other a one-year fixed term role.
