Kāpiti Coast District Council is looking for a dynamic and collaborative Resource Consent Lead to lead the delivery of high-quality, efficient and customer-focused consenting services. This role is part of the Strategy and Growth Group at Kapiti Coast District Council which leads the charge on sustainable development and ‘good growth’ across the district. This dynamic group brings together key functions including strategy and policy, urban and district planning, strategic housing, economic development, consenting, and investment. Working collaboratively across Council and with external partners, the Group plays a vital role in shaping Kapiti’s future, ensuring growth is resilient, inclusive, and well-planned.

Mō tēnei tūranga mahi | About the role
Reporting to the Manager Consenting, you’ll lead the Resource Consents team and ensure the effective design, delivery and continuous improvement of the resource consenting function. You will bring technical resource consenting expertise, strong and well-reasoned judgement, and a collaborative, can-do mindset to day-to-day operations, decision‑making, customer service, and regulatory best practice.

You’ll oversee the timely, consistent and balanced processing of consents and support planning staff with expert guidance and mentoring. You’ll ensure all work aligns with the Resource Management Act, and other relevant legislation. You will work in partnership with key stakeholders involved in the local regulatory process, taking a can-do, problem-solving approach.

This role requires a leader with a sound technical knowledge who can both navigate complexity and help others to navigate their way through, coach and develop staff and build trusted relationships with applicants, consultants, iwi, and other diverse stakeholders. You will champion consistent, transparent, and pragmatic decision‑making that supports environmental standards while enabling well‑managed housing and economic growth.

Ngā pūkenga me ngā wheako | Skills and experience

You will have:

  • Leadership experience in resource management, planning, or a related regulatory field, ideally within local government
  • In‑depth working knowledge of the Resource Management Act, Building Act 2004, Local Government Act and other relevant legislation
  • Demonstrated technical expertise in resource consent planning and assessment
  • Experience managing a regulatory function, including quality assurance, workflow management and effective cost‑recovery processes
  • Excellent soft skills and an emphasis on working with people to help them navigate complexity
  • Strong judgement and the ability to make sound, defensible decisions under pressure
  • Skill in developing staff through coaching, feedback, and building a positive performance culture
  • Confidence working with iwi, incorporating te ao Māori perspectives, and engaging respectfully with mana whenua
  • Political awareness and the ability to operate constructively in a sensitive, high‑visibility environment
  • Excellent communication and relationship‑building skills
  • A drive for continuous improvement and consistency in decision making
  • A relevant tertiary qualification, with preference for NZPI membership or eligibility
