Rates Team Leader


We have an exciting opportunity for an experienced Rates Team Leader to take charge of our rating and water billing functions. In this permanent, full-time role based in Thames, you will report directly to the Chief Financial Officer and lead a team of five, ensuring the efficient and compliant operation of our rating systems.

As the Rates Team Leader, your primary responsibility will be managing the rates and water billing functions to ensure accuracy, compliance, and efficiency. You'll play a key role in leading the annual rates setting process and will oversee the invoicing and penalty processes, ensuring compliance with the Local Government (Rating) Act 2002.

As part of your leadership responsibilities, you will drive continuous improvement by streamlining processes, enhancing system efficiencies, and implementing best practices. Wil you provide leadership and mentoring to the team.

Key Responsibilities:

  • Lead the annual rates setting process, ensuring alignment with the Funding Impact Statements and the Council's plans.
  • Oversee the rates invoicing and penalties process in compliance with the Local Government (Rating) Act 2002.
  • Manage accurate property and valuation data, including monitoring subdivisions, ownership changes, and property use classifications.
  • Develop and implement debt management strategies, including collection procedures and rates remissions.
  • Build and maintain relationships with key external stakeholders like Quotable Value NZ, Waikato Regional Council, auditors, and legal professionals.

 We are looking for someone with a solid background in local government rating or finance, along with leadership experience in team development, a background in commerce or business is beneficial.

 To succeed in this role, you will have:

  • a strong understanding of the Local Government (Rating) Act 2002
  • experience in debt collection and revenue management,
  • strong problem-solving skills,
  • the ability to develop and implement solutions
  • Effective relationship management, both with internal teams and external agencies
