Property & Facilities Manager


As Property & Facilities Manager, you will have a critical role in optimising, future‑proofing and maximising value from a diverse portfolio of more than 800 properties, including over 150 buildings, heritage assets, reserves and a broad mix of community, emergency and commercial leases.

We are looking for someone who brings a forward‑focused mindset — someone who can see beyond day‑to‑day maintenance and ask the bigger questions about how our property portfolio can best support Council’s long‑term objectives, service delivery, community outcomes and financial sustainability.

Leading a small team, you will set the strategic direction for property and facilities management while ensuring high standards of operational delivery across the portfolio. You will also play a significant role in redevelopment projects across three Council’s administration building in Thames, and Whangamata.

What you’ll be responsible for:

  • Drive the strategic review and optimisation of the Council’s property portfolio.
  • Develop and implement effective property and fleet management strategies.
  • Proactively lead a comprehensive, future‑focused facilities maintenance programme.
  • Strategically manage and performance‑monitor key property and facilities contracts.
  • Build and sustain high‑value partnerships with contractors, vendors, lessors, and lessees.
  • Champion the development, implementation, and ongoing ownership of property asset management plans.

About you

You are a strategic property professional who enjoys operating at both a big‑picture and practical level. You are curious, proactive and comfortable challenging the status quo when you see opportunities to do things better.

You will bring:

  • At least 5 years’ experience in property and/or facilities management, ideally within a public sector or complex asset environment.
  • A strong understanding of asset management principles and the ability to translate strategy into practical action.
  • Sound working knowledge of local government legislation relating to public land, particularly the Reserves Act 1977 and the Public Works Act 1981.
  • Proven experience leading projects, influencing stakeholders and providing clear, evidence‑based advice.
  • Leadership capability — you know how to bring people with you and lift performance over time.

Experience with office refurbishments, redevelopment projects or portfolio transformation initiatives will be highly regarded. A relevant tertiary qualification in property, law or a related discipline is an advantage.
