The opportunity - Te āheinga
We are looking for an experienced and inspiring Manager Project Management Office (PMO) to join our Delivery and Enablement Group on a full-time, permanent basis at Te Kaunihera-ā-rohe o Ngāmotu (NPDC).
In this pivotal leadership role, you’ll be responsible for setting the strategic direction and leading the delivery of infrastructure projects, portfolio services and major programmes that directly support the Council's Long-Term and Annual Plans.
You’ll provide organisation-wide leadership across project management, portfolio oversight and project assurance, ensuring projects are planned and delivered consistently, transparently and to a high standard.
You’ll coach, mentor and support a team of project managers, fostering a high-performing, collaborative environment focused on strong governance, cost control, accountability and alignment to strategic objectives.
With a focus on continuous improvement and innovation, you'll strengthen project delivery capability across the organisation and help ensure positive, lasting outcomes for the Council and the community we serve.
Key responsibilities - Ngā haepapa matua
- Team leadership: Lead, motivate and mentor a team of infrastructure and technology project managers, portfolio management experts and procurement professionals. Foster a culture of collaboration, innovation and high performance within the team
- Project oversight: Provide strategic guidance to project managers throughout the project lifecycle, from planning to execution and closure. Ensure projects are delivered within scope, schedule and budget, adhering to best practices in project management
- Portfolio management: Oversee Council's project portfolio, ensuring projects are aligned with organisational objectives and Council's long-term plan. Prioritise projects, allocate resources effectively and manage risks to achieve optimal project outcomes
- Project assurance: Establish and enforce rigorous project assurance processes to monitor project performance, quality and compliance. Conduct regular audits and reviews to identify areas for improvement and ensure projects meet established standards
- Risk management: Identify potential project risks and develop proactive mitigation strategies. Facilitate risk assessments and ensure risk management plans are implemented across projects and procurement activities
- Reporting and documentation: Prepare comprehensive reports and status updates on project and procurement performance. Maintain accurate project documentation and procurement records in accordance with Council standards
- Continuous improvement: Drive a culture of continuous improvement, innovation and learning within the project management and procurement functions. Integrate industry best practices and emerging technologies to enhance project and procurement outcomes
- Demonstrate strong political astuteness, with confidence in reporting to and presenting complex information to elected members and senior governance forums
- Actively ensure that good employer obligations and legislative requirements are fulfilled, particularly in relation to all key relevant legislation
Essential skills and experience - Ngā pūkenga me ngā wheako
- Relevant tertiary degree in Project Management, Engineering or a related field
- Extensive experience leading and managing teams of project managers in diverse project environments
- Strong background in infrastructure project management, preferably in a public sector or local government context
- Demonstrated expertise in portfolio management, procurement management and risk management
- Exceptional communication, negotiation and presentation skills
- Thorough understanding of project assurance principles and practices
- Proven ability to collaborate effectively in a team-oriented environment
- Experience working with Kaupapa Māori, competency in Tikanga and a dedication to applying a Te Ao Māori lens
