The opportunity - Te āheinga

Are you a data-driven leader ready to shape how a council uses data to serve its community? We’re looking for a Data and Insights Lead to join our Digital Enablement leadership team at New Plymouth District Council (NPDC) on a four-year fixed-term contract. This is a strategic and hands-on role where you’ll champion data maturity, lead a talented team, and drive innovation across the organisation.

Why this role matters

You’ll be at the forefront of transforming how NPDC manages and uses data, designing scalable solutions, improving data quality, and enabling smarter decision-making. While GIS is part of the remit, the real focus is on data leadership: building capability, fostering collaboration, and delivering insights that make a difference.

Key responsibilities - Ngā haepapa matua:

  • Lead the strategic direction and operational delivery of NPDC’s data and GIS functions
  • Drive the development of the Data strategy, supporting the goals outlined in the Digital Strategy
  • Manage the day-to-day Data and GIS team service delivery and support Council staff in their use of all data
  • Champion data literacy and foster a culture of data-informed decision-making
  • Create appropriate strategies, processes and policies to promote and facilitate the integration, quality, and availability of all data for the Enterprise Data solution
  • Ensure Data and GIS Platform technologies are kept up to date
  • Identify opportunities to automate, streamline, and improve data processes
  • Ensure data governance, security, and compliance are embedded in all practices
  • Oversee the end-to-end management of the organisation’s data assets (data lifecycle, information lifecycle)
  • Stay ahead of trends in data engineering, analytics, and modern data platforms

Essential skills and experience - Ngā pūkenga me ngā wheako:

  • Proven experience in data engineering, data management, or analytics leadership
  • Strong technical skills in data platforms (e.g., Snowflake, SQL, ETL tools, Power BI)
  • Experience leading teams and managing stakeholders in complex environments
  • A collaborative mindset and ability to translate technical concepts into business value
  • A tertiary qualification in IT, data science, or a related field

Desirable:

  • Experience working with Kaupapa Māori, competency in Tikanga and a dedication to applying Te Ao Māori lens
  • Experience working in a complex public facing environment with working knowledge of Local Government legislation

You can expect to start in this fixed-term, full-time role with a salary of between $111,531 - $120,204.
