Chief People and Performance Officer

In this context, Palmerston North City Council provides services to over 90,000 residents, employing over 650 staff across a broad range of functions. To support its continued success, PNCC is currently seeking expressions of interest for a Chief People and Performance Officer (CPPO).
Reporting to the Chief Executive, the Chief People and Performance Officer (CPPO) will lead us in delivering our Performance Plan and enabling a high-performing Council. They will also oversee the provision of human resources, digital solutions, safety and health, and organisational performance.
Some of the CPPO’s focus areas include:
- Strategic workforce planning that reflects our service promises and the delivery needs of the Long-Term Plan
- Te Tiriti, and how best PNCC can reflect these commitments in the way we work.
- Diversity, Inclusion and Equity policy, including PNCC’s strategy with respect to gendered pay.
- Employee Experience framework
- Digital Strategy and Roadmap to deliver Enterprise-wide solutions
- Organisation Performance Plan and Reporting
Business partnership is central to the work of the People and Performance unit, so the CPPO will be expert and forging broad, collegial relationships with internal partners. A background in local government is preferred, and experience in leading teams of comparable size and complexity will also be useful. As a member of PNCC’s Executive, the CPPO will be able to take an organisational approach to problem definition and resolution.
