The opportunity - Te āheinga
We're looking for a passionate and community-minded Community Resilience Advisor who will be employed by the Taranaki Emergency Management Office (TEMO), with the primary responsibility of delivering Civil Defence Emergency Management (CDEM) functions for New Plymouth District Council (NPDC).
In this key role, you'll focus on supporting and enhancing NPDC's CDEM responsibilities, ensuring the district is well-prepared, well-connected and able to respond effectively when emergencies occur.
You'll build strong relationships with partner agencies, iwi, community groups and organisations to strengthen collaboration across the 4Rs - readiness, response, recovery and reduction.
Working closely with TEMO, you'll play an important part in developing resilient communities, supporting local preparedness initiatives and enhancing NPDC's capability to manage and recover from disruptive events.
This is a meaningful role where every day you'll help create a safer, more resilient Taranaki.
Key responsibilities - Ngā haepapa matua
- Lead local community resilience programmes, public education and engagement initiatives
- Coordinate NPDC volunteer management and local CDEM training delivery
- Oversee business continuity planning across NPDC business units
- Plan and support targeted public education campaigns to build community hazard awareness and resilience
- Build strong relationships with iwi, cultural, religious, disability and other community groups
- Develop and maintain local Community Response Groups, Plans and Emergency Centres aligned with regional frameworks
- Support regional volunteer coordination, training, exercising and 24/7 duty officer responsibilities
- Maintain readiness of NPDC EOC facilities and ensure compliance with legislation, policies and procedures
Essential skills and experience - Ngā pūkenga me ngā wheako
- At least two years’ previous experience in capability development, emergency management or in another relevant field
- Experience in the delivery of training or exercise control
- Have attended courses relevant to hazard assessment and risk reduction within civil defence emergency management (unit standards in civil defence-related qualifications, Level 4 CIMS and/or coordination centre training would be an advantage, but not essential)
- Knowledge of legislation applicable to civil defence and emergency management and local government organisational structure
- Proven experience leading and motivating others and proven ability to build sound relationships with stakeholders

You can expect to start in this permanent, full-time role with a salary of between $88,157 - $95,013.
