The Organisation

Queenstown Lakes District Council is at the very heart of the community, employing over 500 staff; we manage infrastructure development, community recreational facilities and planning, building and other regulatory services. With an annual operational budget of over $100m and a capital expenditure programme of $990m over ten years, we are a major part of the District’s economy.

The Role

As part of the technical quality assurance function of the Project Management Office, the Senior Civil Engineer is responsible for applying, guiding and reviewing technical solutions to the Council’s 3 Waters and Roading infrastructure projects.  The Senior Civil Engineer will develop and enhance works programmes for the Annual Plan (AP) and Long Term Plan (LTP), through investigations and business case scoping.  The Senior Civil Engineer will also manage and review the scoping of capital projects in the Queenstown Lakes District, in accordance with the Better Business Case process, approved budgets and project objectives.  The Senior Civil Engineer supports the Chief Engineer throughout the ‘Point of Entry to delivery process’ and provides technical guidance to the Senior Project Managers during project delivery.  

About You

The successful candidate will bring a leading civil engineering assurance skill set, including feasibility evaluation of capital works projects, and have very effective analytical, reporting and communication skills.  Knowledge and depth of experience with the application of project management methodologies (e.g. PMBOK, Prince2), demonstrated negotiation skills and well-developed commercial skills will be essential for delivering world-class outcomes in this Senior role with the scope to innovate and value-add.  

  • Bachelor of Engineering, Dip Engineering, Certificate of Engineering
  • Knowledge and experience with the application of project management methodologies (e.g. PMBOK, PRINCE2)
  • 8 to 10 years’ minimum relevant experience within infrastructure planning and project delivery
  • Practical experience - risk identification, mitigation, infrastructure planning, design overview and management
  • Well-developed people and communication skills and a strong customer ethos
